Article one In order to strengthen the supervision and management of the quality of commodities in the field of circulation, timely discover and remove hidden dangers of commodity quality, and effectively protect the legitimate rights and interests of consumers, this system is formulated in accordance with the relevant laws and regulations of the State。

Article 2 The delisting of unqualified commodities in the field of circulation as mentioned in this system refers to the measures taken to suspend sales, withdraw shelves, recall, sequestration, confiscation, forced withdrawal from the market and other measures taken to immediately stop trading of commodities due to quality problems or non-compliance with laws, regulations and relevant standards。 The above goods include goods provided by commercial services。

Article 3 Business operators shall consciously abide by the business ethics of emphasizing quality and integrity, strengthen self-discipline, and resist counterfeit and shoddy goods and illegal goods。

Article 4 Commodities under any of the following circumstances must be withdrawn from circulation:

(1) Fake, counterfeit, counterfeit or inferior goods;

(2) Expired, invalid or deteriorated commodities;

(3) infringing goods;

(4) commodities eliminated by official state orders;

(5) Commodities whose trading is prohibited by the State;

(6) commodities that should be subject to compulsory certification or license by the State but have not obtained certification or license;

(7) commodities subject to inspection or quarantine but not subject to inspection or quarantine;

(8) Commodities that are seriously unqualified in the quality supervision and inspection of commodities in the field of circulation;

(9) Other commodities that must be withdrawn from circulation。

Article 5 If a commodity is judged to be seriously unqualified in the commodity quality supervision and random inspection organized by the administrative department for industry and commerce, the batch or the commodity of the same model or specification shall be withdrawn from circulation;If the same commodity is judged to be unqualified in the random inspection of commodity quality supervision twice in a row, the commodity must be withdrawn from circulation。The commodities referred to in the preceding paragraph may be re-entered into circulation only after they have been rectified and rechecked to be qualified。

Article 6 Business operators shall regularly clean up and inspect the commodities they operate, and when they find the commodities listed in Article 4, they shall take timely measures to remove them and fill in the Registration Form for Delisting Nonconforming Commodities.。

Article 7 Where the business operator knows or should deal with the commodity listed in Article 4, neither takes the initiative to take measures, nor conceals and continues to sell, the mall shall be strictly investigated and punished according to law, and record the bad credit record file。  

Article VIII Business operators who take the initiative to remove commodities that should be delisted may be exempted from liability。
